One Zebulon Zip Code, Three Different Tax Bills

Somewhere on the eastern edge of Wake County there's a street called Wake County Line Road. A new construction home there closed in March 2026 for $368,000, and the county field on its record reads Johnston. Not Wake. The road named for the boundary sits on the far side of it.

That's not a quirk you'll notice on a portal search. Type "Zebulon, NC" into any listing site and every result comes back stamped with the same ZIP code, 27597, the same town name, and often the same school ratings widget. What none of them tell you is that the ZIP code itself spans three counties. Most of it sits in Wake. A meaningful slice sits in Johnston. A smaller piece touches Franklin. Two houses that look identical in a search results grid, ten minutes apart, can be paying different property tax rates, zoned to different school systems, and pulling permits from different county offices. The median price you saw on Redfin or Zillow doesn't know the difference. You should.

The historic town core, the part the Zebulon Company laid out along the new railroad in the early 1900s before the town was officially recognized in 1907, sits in Wake County. Zebulon is on record as the easternmost town in Wake County, which is exactly why the boundary feels invisible until you're standing on the wrong side of it while comparing two listings.

Why one ZIP code holds three counties

This isn't a new drawing error. County lines in North Carolina were fixed well before Zebulon existed as a town, and the ZIP code system that came later was built for mail routing, not tax administration. A ZIP code follows delivery routes. A county line follows a survey from another century. Nobody ever went back and made them match, because there was never a reason to until a town started growing fast enough that development crossed the line in both directions at once.

Zebulon gave that reason. The town was ranked North Carolina's second fastest-growing town in 2022, behind only its neighbor Wendell, and its population had already climbed from roughly 3,900 in 1997 to nearly 6,900 by the 2020 census, reaching an estimated 10,000 by August 2023. Growth on that scale doesn't stay inside old boundaries. Builders followed the available land, and available land didn't stop politely at the Wake-Johnston line. Communities like Cattail, an 80-plus acre lake development with lots running from half an acre to more than two, ended up sited in Johnston County even though every listing calls it Zebulon, because Zebulon is the mailing address and the recognizable name, not the taxing authority.

What the rate gap is actually worth

A 0.71% versus 0.62% spread sounds small until you put a number behind it. On a $350,000 home, roughly the range where a lot of new construction in this ZIP code lands, the Wake County side works out to about $2,485 a year in county property tax. The Johnston County side works out to about $2,170. That's a gap of around $315 a year, or about $26 a month, which won't derail anyone's mortgage approval but will show up every year for as long as you own the house. Stretched across a 30-year loan, that's somewhere in the neighborhood of $9,000, not because either county is doing anything wrong, but because Johnston's rate has simply been the lower of the two for a while and stayed that way into the current fiscal year.

It's also not a gap that's closing. Heading into fiscal year 2026-27, Johnston County trimmed its county levy again, continuing a run of cuts as the county's growth broadens its tax base. Wake County moved the other direction, adding two cents to its rate for the same fiscal year, with Raleigh, Apex, and Cary all layering their own municipal increases on top. None of that is dramatic in a single year. Compounded, it means the math favoring the Johnston side of this ZIP code isn't a one-year anomaly. It's the direction both counties have been heading.

None of this touches whether a specific property sits inside Zebulon's town limits, which would add a municipal tax on top of whichever county line it falls on. That's a separate layer worth asking about directly, because a home just outside town limits and a home just inside it can carry different bills even on the same side of the county line.

The school line doesn't follow the road the way you'd expect

Property tax is the number people ask about. School assignment is the one that catches buyers off guard later, usually after they've already fallen for a floor plan. A home zoned to Wake County Schools sends kids to Zebulon Elementary, Zebulon Middle, and East Wake High. A home zoned to Johnston County Schools, even one marketed under the same Zebulon name with the same 27597 ZIP code, sends kids to Corinth Holder Elementary, Archer Lodge Middle, and Corinth Holder High instead. These aren't feeder patterns that shift by a street or two within one district. They're two entirely separate school systems, run by two separate county boards, with separate calendars and separate enrollment offices.

Families who want more flexibility than either public system offers also have Thales Academy and East Wake Academy in the mix as charter and private options, which matters less as a comparison between the two and more as a reminder that "which schools" and "which county" are really the same question in this ZIP code, just asked two different ways.

Questions worth asking before you write the offer

A listing agent should be able to answer all of these without hesitation. If they can't, that's worth noticing on its own.

  • Which county is this parcel actually in, not just which town does the address say
  • What is the current combined tax rate for that county and, if applicable, the town or fire district on top of it
  • Which school system and which specific schools is this address zoned to right now
  • If this is new construction, which county's building department issued the permits and is handling inspections
  • Does the HOA, if there is one, operate differently depending on which side of the community sits in which county

None of these questions should change how much you like a house. They should change how confidently you compare its total cost of ownership to the next one on your list, especially when both are sitting in the same search results under the same town name.

A couple of things worth settling directly

Does the ZIP code tell me the county? No. ZIP code 27597 covers portions of Wake, Johnston, and Franklin counties, along with several township subdivisions within Wake itself. The ZIP code tells you where your mail goes. It doesn't tell you who taxes your property or which school board your kids are zoned into.

Is Franklin County a meaningful part of this? It's the smallest slice of the three, but it exists, and the same logic applies. If a listing sits near the county's edge, ask which one it's actually in rather than assuming from the address.

The median price for Zebulon that shows up in a portal search is a real number, but it's an average pulled across three counties, dozens of communities, and two entirely different school systems. It answers "how much" without answering "compared to what." If you're weighing Zebulon against Wake Forest, Knightdale, or Wendell, or weighing one Zebulon subdivision against another, the county line is the detail that actually explains why two homes at the same price aren't really the same purchase.
